I would be pissed if I payed that much to see a show and he sounded like the first one...
I don't know if he lip syncing or not, but it sure is questionable.
That is another one up for David!
That's the sad thing about singers getting older, their voices change and get deeper, no longer able to hit the high notes. Look at Bowie and Elton, when they were younger their voices were cool, but getting older they too have sounded faded and jaded. Maybe that's why David Gilmour doesn't try to push his voice and kept things nice and simple on On An Island. I just hope they don't go the same way as Frank Sinatra, he kept singing as his voice was getting worseand worse with time. Sad to see that happen, but it does. Well, that's my opinion.
My personal opinion is Roger's voice has deteriorated to a very low level. I remember hearing concerts of him singing songs from Amused to Death and he sounded absolutely horrible. And he didn't sound good on the record either.
Then a few years later when he sang some other stuff.. he all of a sudden sounded magically better. I don't see how he can go from Amused to Death or even Pros and Cons of Hitchhiking sounding really bad to his concerts now. It just doesn't seem realistic.
There are definitely a few YouTube clips of Roger singing and his words don't always match of to what he is singing. Maybe not lip syncing per se, but something isn't right.
I don't think Roger sings as bad as it sounded on that video clip, but I really don't think he sounds that much better either. Its a shame to see, but even Dave tends to struggle on live shows with songs he has to pitch well. If as far back as the Strat Pack Show when he is signing Sorrow. He does have a hard time hitting the notes and that was a good few years ago. So you know Roger is going to have a hard time singing now also.

For that particular song, Roger is lip-synching to himself. He recorded the vocals live at another time. At this concert (which I believe was televised), someone screwed up and broadcasted Rog's microphone instead of the pre-recorded vocals.
Rog has used pre-recorded vocals for some time now. Listen to "Every Strangers Eyes". He always used pre-recorded vocals for the high notes in that song.
Singing is not Rogers strong suit. Ironically, many younger fans believed that Roger sang most of DSotM when all he sang was the last 2 songs. I hate Rogers voice quite frankly. Dave's singing is great! MONEY!! dont give me that do goody good bullshit!!" That's Dave. I heard an interview with Dave in the late '80s ... a young DJ was saying that his singing almost matched Rogers on DSotM .. Dave laughed! That's ME on Dark Side, not Roger. The idiot thought that since Roger was the lyricist, that meant he sang too! Moron. anyway, I love Roger but for my money, the dog on Seamus has a better voice.
